It looks like a particular update is not offered on the Windows 7 computer.
If the updates are not installed or showed in Windows update history, try these steps. You should not turn off Windows Firewall unless you have another firewall enabled.
Turning off Windows Firewall might make your computer and your network, if you have one more vulnerable to damage from worms or hackers.
In addition to a firewall, you also need an antivirus and anti-malware program to help protect your computer. Install Microsoft Security Essentials or another antivirus and anti-malware program, and keep it up to date. Many of these programs update automatically.

I resolved the issue myself after searching for the error in the log A certificate chain could not be built to a trusted root authority and applying the following update.

I purchased this computer in Decemberafter the root certificate problem which prompted Microsoft to issue other Esent Unable To Write A Shadowed Header certificate updates. I found and downloaded them and Microsoft said they were not appropriate for my system Waiter Fine Dining Resume I tried to install them.
I tried installing kB for XP sp3 and that didn't give an indication of it's being installed or not - but it did not show up in the "view installed updates" area, or in the event viewer. Is it possible that this computer doesn't require the KB update?

Unfortunately, in trying to get that roots update, I downloaded the rootsupd. I had made a restore point prior and applied the restore point.
The Cryptographic Services service failed to initialize the Catalog Database.
